Following this thread because I have had the same issue for several weeks now. All the same answers, too!
Just created a subdomain for the same site, installed SP on that with similar plugins, and they all updated fine. Hmm..
so what might be different between the two? assume both on same server?
and you say same, but for the handful of users, it has not manifested the same... what are you seeing? 403 errors? other?
if same server, might be worth question to host and see if they can spot why the one goes through and not the other...

Still blocked with my update problem : My host tried to track it but there is no error on the log, nor the firewall blocking anything...
Strange thing is, Wordpress doesn't count the 16 updates in the Update Counter on top of the admin interface. Well, they did once, but it changed back to zero in a blink.
Something could be blocking Wordpress from acknowledging the need for those updates ? :/
Sorry, not ignoring this. I've been looking at potential reasons why this issue might have cropped up for a couple of hours now and I think we are going to have to wait for Andy or Steve to offer some further advice.
Afraid I am as in the dark as everyone else. After a few weeks with no other reports of this we had one just yesterday who claimed that they solved it by turning off the php 'open_basedir' restrictions. I don't get this as it shouldn't really effect a remote call but they say it did.
However - if you are running two sites there they will be using the same php settings so that doesn't seem to help either. We would really have hoped your host could spot the difference...
If anyone has any ideas we would love to hear them...

I did it !... But not clear about how... ^_^'
I've put my Global PHP level at the most recent version possible (7.0).
I did turn Off some plugins :
Envato WordPress Toolkit
UpdraftPlus - Backup/Restore
W3 Total Cache
(even if the Simple.press Forum was not supposed to be linked with it)
After that, the upgrade counter magically turned ito 18 and I was able to update the whole bunch !
I'll try put them On now, to see if something happen on the Forum.
