I have changed the code again and the same problem arises.
Just to make sure, I had a page tested and the menu worked fine, changed the code and reloaded the very same page, and the menu didnt work.
Let me know if we can find a way forward.

One thing that neither of us has asked - and it feels to me that we should... but are ALL of your SP core and plugins up to date with the latest releases? If not I would urge you to update them now and then try things again.
Assuming they are then we can have a chat this end to see if we can come up with anything but the bottom line really is that the theme is at fault for using non-supported script libraries that have a negative effect on those that are supported.
I think I have a PM from you (i have been away for few days) so I too will take a look at your site to see if anything comes to mind.

I dont think you are making the code change properly because now bootstrap.js is not even loaded... so must be a syntax error in the code.. the code you pasted above has illegal characters (the quote marks)... if you have those in your code, it wont work...
Please try this code again AND BE SURE to use the view raw code button and then copy in the popupl to make sure you get unaltered code without illegal chars...

All plug-ins and everything else is always updated on a daily basis. Just to rule that out 🙂
The WP3 Cache was turned on after the received code from you didnt work so I reset everything back to as it was.
As I write this, I have deactivated WP3 completely again just to be sure but it didnt help last time.
The code I sent to you Mr Papa was slightly wrong format which cause some confusion. Sorry about that.
I attach the code as it is shown in the Wordpress editor so you can see that its inserted (hopefully) correct.
I am a bit confused here to e honest.
Firstly - while the site is loading multiple bootstrap CSS files there is no current loading of the bootstrap JS file. Yet I am told above that it iS being loaded.
The menu in mobile use is not being shown on just about all pages - not just the forum page. In it's place is a back arrow to the home page.
And I don't know if this is with or without the code change that @mr-papa supplied but either way bootstrap is not present.
There are also errors on your page with every load. a couple of js files supplied from the theme can not be found plus an error in a file called angular.js which is being supplied from the google CDN. Errors can have a knock on effect to other scripts...

I did download a plugin for automatic app creation.
I had the same problem you had (no menu shown) when activated and somehow that app interface kicked in.
I deactivated it then and everything worked fine but today I reactivated it to see if I could work it ut somehow.
I have now deactivated that plugin completely so the mobile menu should be shown as regular and I will most likely delete that plugin completely.
I guess, when enabled, that plugin goes in and override somehow since it a mobile device/smaller screen detected. It is acting weird.
As for everything else, no code whatsoever has been altered except changing code in Simple:Press own code so the "Add topic" button, etc started to work which it didnt initially when installed.
That was done by a more experienced friend of mine who is quite savvy on code which I am clearly not 🙂
The only line of code changed is the one that Mr Papa gave me and is on the screenshot.
