A new look at this problem - maybe with better luck this time. 

Failure might be a conflict between SPF and Shopp plugin. Installation of SPF seems to fail only when Shopp plugin is active. 

We see an error in Javascript console like "Synchronous XMLHttpRequest on the main thread is deprecated because of its detrimental effects to the end user's experience.” 

I've filed a support ticket to Shopp (too), but wondering if you could take a look at this potential conflict as well.

Any help appreciated.

Well, I suppose the first thing to ask would be - is this actually an error? or a warning.. It definitely looks more like a warning, and if so it shouldn't really have any bearing on whether having the plugin active causes problems, as it would then not be a conflict.

Can you follow the error (normally on the right it will have a link) to the Debugger to see where it's originating from?

Of course I could be wrong.. Just a guess!

SPF installation just exits with an error: "PROBLEM - The Install can not be completed".

The message from JavaScript console is the only additional piece we could find. It may be related, or then not. Unfortunately, I have no expertise to debug this myself, since I'm not a programmer. 

Could it be possible for you to install the Shopp plugin and test if you can reproduce the error? Maybe it tells more to you than to me? https://shopplugin.net/download/

The cause of this is that something - probably this other plugin - is trying to send AJAX requests alongside the forum install. So perhaps it is hijacking our AjAX calls in some way.

You do need to ask them, But if it installs and works while this other plugin is deactivated then that might be the best way to proceed.

I would have thought that even if the conflict has only been noticed so far when installing, it could potentially affect an unknown quantity of other admin panel functionality, including possibly installing / updating other plugins.

Again, just a guess. Would be interested to see what the authors say.
