Unlike some screenshots of simple-press ADMIN PANEL > PERMISSIONS that I've seen, I don't get the bubbles in order to edit these permissions, nor add my own.. unless I choose to copy a permission set which I do not want to do.
I found this issue while trying to resolve a previous problem. My regular "Full Access" members cannot post smileys or links. I am able to, but I'm Moderator. So, I assume this lies within their permission set (correct me if I'm wrong). I've checked COMPONENTS > SMILEYS and ALLOW SMILEYS is set GREEN. I think this still falls under the members permissions to post links since when a smiley is clicked it's actually grabbing that image from another LINK within the website? eg: the smiley's url. (again correct me if I'm wrong). I've attached some screenshots to help you guys out as well as my current versions afterwards. Hope you guys can help me resolve this. Still learning SP but I like it and it's working really well for my website. http://www.evilsempire.net/forum/

bubbles?
There is not really a permission to allow smileys... just a global option on forum - components - smileys... is that turned on?

It looks like your permission sets got messed up somehow.
Hopefully you don't have a lot of special ones. I would click on the reset permissions tab and then reset to default. Then you will need to edit each one to your liking and then make sure each is assigned correctly in each group and forum.
those are user groups and ranks... not permissions... Brandon was asking about permissions...
look in you db... the sfauths column... what do you have?

thats the structure... I was wanting to see the data (ie browse)... but it appears you have 35 rows... would still like to see the data in it... and maybe also the authcats table...

yeah, thats a problem... a bit confused how we got here... was this a new install?
but that last column, auth_cat is all wrong... those zeroes are a problem...
so two options... both might get messy... have you created any custom permissions or spent much time customizing the permissions?
If not, I would go to forum - permissions - reset permissions and do a reset of all the permissions... after that, though, you will need to re-make any customizations...
other option is to look in the db at the sfauthcats table... find the authcat_id for the general authcat... and change all those zeroes to be that value... that isnt perfect but might get them working...
