How to place a fixed character on the bottom right of forum page

I saw this cool looking feature on some forums that has a fixed cartoon character on the bottom right part of the forum page. Only guests can see it and it encourages them to register.

This question goes out to Brandon primarily. What would I need to manipulate in the forum's CSS to pull this off in Simple Press?

Additional information

It seems to be a Vbulletin mod, but with the right know how, couldn't this be implemented in a SimplePress forum?

This is not a vBulletin mod. It is just standard HTML and CSS. And that link you gave up there tells you exactly how to do it.
Your problem will be determining if the user is already registered or not. But if you are happy to base that assessment on whether they are currently logged in or not then it becomes a lot simpler.
