Add Topic - Can enter Topic Name but can't add text to the body (section below is grayed out)

When adding a new Topic. I can enter Topic name, but the area below is grayed out and I can't enter text, nor to I see any editor buttons.

This suggests a JavaScript error has occurred usually before the forum editor loads and all jQuery processing has been stopped by the error. The first place to look would be the browsers console which will display any script errors that may happen.
If you are unfamiliar with using the browser console then this FAQ might help.
