I agree with @mr-papa that we may need to request access but there is one more test you could make for us.

The controls on question are also used to move users into special ranks or - more commonly - in and out of user groups. Would you be willing to see if the controls work as expected on one of those operations. 

If the problem is not the same as the other users and the code fix did not work for you then there may be a conflict with the actual tool itself so it may prove to be information worth having.

Sorry this is dragging on but this does appear to be a unique, one-off issue at the moment, which are always the hardest to resolve.
