TinyMce Plugin toolbar, the one used and shown on this site for editing does not show up on iOS devices.  How can we get that to work across mobile devices?

You can't. Not until mobile browsers fully support the same set of protocols that desktop versions support. To date they are still behind the curve. All of them I believe although Safari is leading the pack I am informed.
