Forum  admin > User Groups > Map Users to User Groups. This panel can be set up to map WordPress roles to SP user groups ansd to set the default User Group for new members if you are not using roles and/or a membership plugin of some kind.

Note on this panel you can also decide whether your members should be assigned into one UserGroup or can be members of many. This has a bearing on the next question.

How do I set the criteria that sees them automatically promoted to Members group after 5 posts?

Forum admin > Components > Forum Ranks > Standard Forum Ranks section. You can set up ranking here that includes automatic promotion to a different User Group after X number of posts. You can also optionally assign a 'badge' to your different rankings.

How do I reassign from the Members group to the New Members group (I am competent to use SQL)

Forum admin > User Groups > Manage User Groups. You can use the 'Add New' or 'Move/Delete' tools to manually move users between User Groups.

In all cases the popup help on the admin panels will provide more detailed information.
