Can admins create forums?

Can admins that I appoint to the forum create forums withing a group, or can they only create topics? I checked permissions, and I made sure that the other admin I added has all of the permissions that I do. Am I missing something?

Simple:Press 'Admins' (which are not the same as WordPress 'Administrators') do not need forum 'permissions' to do anything. If they have been made a forum 'Admin' then it assumed that they are trusted.

But you CAN control what actions they can perform within the forum administration. These are known as 'capabilities' in the WordPress world.

To create a forum Admin and to give them their capabilities then - use the 'Manage Admins' panel

Sorry - I should have said "capabilities" instead of "permissions". Each admin that I've appointed has the same capabilities as I do. However, I don't see an option for them to create a forum within a group. Is it possible for them to do so?

yes it is. they would go to forum - forums - manage groups and forums to add new ones.
