Can I add a read only usergroup?

is that possible? to have a member in SP to be able to only read, not post, while other members can have read and post??

Yes indeed through the use of User Groups and Permission Sets and they way they are assigned to forums. Might I suggest you take a look through the 'Getting Started' section of our Codex to begin with for a basic understanding of how this works...
