Can tooltips be disabled at a user level?

Hello-
We would like to keep tooltips for most users, but some are complaining about them. Is there a way to toggle tooltips OFF at a user level?

No afraid not for specific users. We did talk once about a scheme whereby they could be turned off for users who felt they knew their way around the system but nothing came of it and we were never asked for it (until today!) so it fell off the radar.
We can discuss it again thought...
