Gentlemen,
I am unable to create a new topic in my forums since the most recent update but only if I am not a admin user. I searched the forum and found this post.

Per its instructions I have switched to the 2014 Theme, which does allow me to post as non admin user.
I also tried changing the setting in "forum – integration – page and permalink and make sure the forum js is loaded in the footer" but to no avail.
Mr Papa indicated if the theme change corrected the problem then "...we can help you adjust the theme to load bootstrap library in a wp friendly way…" if that is the case I will need to get you login details so you can help with this as the site is in maintenance mode at present.
Please advise!

you say since most recent update... is that wp? or sp? which versions did you come from and which wp and sp versions are you running...
the thread you linked to was due to a specific wp theme issue... if yours was working before and its the same wp theme, likely not the same issue...and that thread was for all users.. so again, sounds like different issue...

Could not say exactly when the error occurred, since as an admin I do not see the error. But since I could add a topic before the WP update from 3.9 to 4.0 (my current version) and your subsequent version update to Version 5.5.1 (my current version). I would say sometime in that time range, but it could also be after your plugin updates as well. Sorry I could not be more specific but we just started pre-launch testing and only now have I been testing all user levels in the forum.
My error is almost exactly like the problem described in the previous topic (except he never mentioned if as an admin he could add a topic) but I too see the javascript:void(null) on the "Add Topic" when I hover over the link, and the problem is corrected with a theme change and with all other things being the same, I assumed it was a theme error. Reading the Codex article "I am seeing javascript:void(null) for a browser link" suggested no concrete solution either. I also found no other forum topics or articles that came close to describing the problem as I am experiencing it either. Please advise on where else you would suggest I look for the solution.

it could be the same issue, ie use of wp theme that improperly uses bootstrap js library... and yours does seem to use it... but not sure how it would have worked previously - nothing has changed and the order loading is still the key...
since bootstrap conflicts with jquery ui that wordpress uses, they are not compatible unless care is taken to load it before jquery ui... so that is the next step.... adjust the wp theme so it loads bootstrap before jquery ui...
there are several topics in this forum with ideas on how to do that (can vary from theme to theme)... if you can find where in your theme bootstrap.js is loaded, we can probably help adjust it...
