The icons provided with Reboot come as 'packs' which can be called in the overlay - For example open blue.php overlay, and see at the top you have 'Icons: darkpack' which is in reboot > images > darkpack / lightpack.
It's actually a bit confusing! The icon pack associated with the 'blue' overlay is the dark pack, which is really named for the overlay not the containing files - this pack contains white icons where you should need them.
Just check to see what icon pack you are calling at the top of your overlay, that should sort things out.
Although I'm a bit confused as to why you seem to have one black icon, one white, and some grey? Have some been changed? The 'attachments' icon (paperclip) will be included in the next update as that was missing from the lightpack, so will only show up white.

Yes, this is driving me crazy trying to figure out what to change! I have modded your orange overlay to the blue color as I like the way the orange one looks better than the default blue. I'm not sure why the paper clip was white, so I figured I inadvertently changed something. Where do I go to change the icon pack color for the mobile theme? Reboot.php?
No, the mobile icons are either just used from the images > mobile folder, unless the icon pack specifies custom mobile icons such as 'lightpack' which has it's own mobile folder.
If you're using the orange overlay, open it and take a look up the top in the commented out overlay info block - it will use the Icons: lightpack. Try changing that to:
Icons: darkpack
You will need to reload the overlay from the admin panel to see the change.
That should give you lighter icons throughout to better compliment your dark background colours on both desktop and mobile.
