sounds simple, but I can't see where it's done.....How do I assign a member a new role?

you have to add the user you want to be a moderator into a usergroup that is marked as moderators...  any group can be 'marked' a moderators...  edit the usergroup and select the option... out of the box, we provide a moderators usergroup that is already set up for this...

You move users into usergroups on forum - usergroups - manage usergroups...
