Completely new to WordPress & plugins...PHP version 5.2.4 and MySQL version 5.0??

I've been asked to help with our website, and I'm completely new to both WordPress & plugins like Simple:Press. Your website says, "SP V5 also requires a minimum of PHP version 5.2.4 and MySQL version 5.0." Are those also plugins or are they free-standing? Where do I download to?
As you can probably tell, I have almost no idea what I'm doing. I really need help [Image Can Not Be Found]

php and mysql are provided by your host... the company providing your server space... they are apps your server must run...
which, btw, those are the same requirements for WP 3,3... so if you have WP working, then your host likely meets those requirements... they are pretty low and not hard to meet...
