I had Debug enabled while pursuing another issue. I noticed several debug notices when I viewed a forum. Do these notices indicate a problem that should be resolved? Details are below.

99.9% of the notices are totally harmless... ever blue moon we run into one that might affect something... but when we run across them, we go ahead and fix them... we also do a sweep before every release but way too many configurations possible with all our options...
so ticket opened and will get them corrected in next version...

Many users running php systems will also stop NOTICES from littering up their error log bit that is not always possible with all hosts. But as Steve said - we do clean then up when we encounter them and these are, I believe, already addressed for the next update.
