Is the only different between "watch" and "subscribe" that subscribe sends the user an email? If so, how about combining these and just having a checkbox that says "email me when a change happens" (or something like that).

would you really want to do that each time you picked a topic to watch/subscribe? not me...
we use watches as more of a to do list... topics we are working or want to keep an eye on vs get notifications...
another nice feature of watches, from an admin perspective, is that you can set a watch for another admin/moderator... sort of an 'hey take a look at this' kind of note...

So, just so I am 10% clear. If someone Subscribes to a topic, they get an email no matter what? Not a problem...just wanting to make sure I understand how that works.

yes, if you subscribed to a topic, you get an email notification on new posts to that topic (same for forum)... if the forum admin has enabled it, you can also choose to get a daily or weekly digest of email of new updates rather than on every post...
