I don't know what you mean by live but we test SP on local servers and various test environments. As long as they are setup correctly you should not have any problems.
I would look for conflicts in js and any WP plugins or themes. You can deactivate them and see if afterwards if it work.
Thanks Brandon. After deactivating each plug-in, I discovered it was WooCommerce plug-in that was causing the conflict with the Add Comment button in Simple Press. WooCommerce and Simple Press are essential to my site. What can I do to resolve this conflict?
By "live", I mean the site is not yet published to the web. It is in a maintenance mode until the site is running smoothly.
Any help with the above will be much appreciated.-- Mark
No, a live site is not required for it to be functional...
odd, we have a fair number of people using woo commerce and simple press together...
start with them both on and with the browser console open, see what if any errors or problems are reported when you click on the add topic button...
check woo commerce options for js loading...

Okay, I went ahead and clicked on the add topic button while console was open. As far as I could see, nothing happened. Here is the text from the console:
SCRIPT5007: Object expected
SEC7115: :visited and :link styles can only differ by color. Some styles were not applied to :visited.
barn-owls-their-biology-habits-and-their-use-in-natural-rodent-control-programs
HTML1514: Extra "<body>" tag found. Only one "<body>" tag should exist per document.
HTML1506: Unexpected token.
[cycle] terminating; zero elements found by selector
SCRIPT5007: Unable to get property 'msie' of undefined or null reference
I also looked in woocommerce settings, general, and found only an unchecked box for enabling Woocommerce CSS but no references to JS.
As soon as I deactivate WC, my add a topic buttons work fine.

odd messages.. you do really need to figure why two body tags - that could be big deal though not sure related to this..
where is the woocommerce js loaded? and simple press? try moving ours to header or footer (opposite of what it is now)...

You are way beyond me here. I am no developer, not versed in CSS, and basically look at a site as is, not behind it, but am on a steep learning curve to get this site live. I have no idea how to begin to determine where the WC JS is loaded. Nor how to reverse it. Nor do I understand the jargon regarding two body tags (other than in a murder mystery). Hopefully you can walk me through how to determine the answers to your questions.
In the Forum Admin - Integration - Page and Permalink you will see an option to load js in the footer. Try setting it to the opposite that you have it now.
I would also try a default WP theme with both the plugins activated and see if that makes a difference. It also appears you are using IE9 (Just a guess) if so try Firefox or Chrome to see if it makes a difference.
Thanks. I did change the JS by checking that it go in the footer. Did not make a difference.
I am having log in issues which I have figured out in IE but have not been able to get Firefox to load the site. I will keep trying.
The current theme has been tweaked a great deal--and of course it is crucial in terms of my branding, so using a default would not work--unless what you mean is for diagnostic purposes. Not knowing what I am doing makes me fear that I would lose all the changes to the current theme. Minibuzz is the current theme.
However, there are some other indications that all is not right with Simple Press--I have attached a screen shot of the issue. For instance, when you choose a forum, the title of that forum appears in large gray letters and does not adhere to the layout. Also, notice the word "test" in the header. Not sure what is causing these issues, but perhaps it is related to the Add a Topic button not working.
yes, Brandon meant for diagnostic purposes.. trying to isolate what might be going on in your local situation..
