interesting... first time it scrolled about half way down.. next time nothing... next time all the way... did it about dozen times... about 50% chance of it scrolling somewhere... not good...
need to go test in my dev environments and see if I repeats where I can deploy my dev tools to see whats going on...
sounds like you have at least a workround while we investigate further for root cause... and best way to fix...

It scrolls to the postid base on the URL. The # is an anchor to the post.
But it is supposed to scroll to the editor when it adds this code to the page:

jQuery(document).ready(function() {
spjOpenEditor('spPostForm', 'post');
});
</script>
the spPostForm is the ID of the editor....
The code I posted earler, is what is broken in Chrome.
