I would like to send out an email to all the forum users when changes have been made or to make announcements.

I have searched the forum and have not found the answer. If it has been answered before please point me to the post.

users belong to WordPress not the forum...  as such we dont have a built in way to do since there are tons of plugins for emailing users within WordPress...  no sense recreating the wheel...

If you are using our Private Messaging plugin, you can send a PM to all users which could result in a email to users though they can opt out of emails for PMs..

If you are using our subscription plugin, users can be notified via email for new posts in forums and topics...
