This can be a hard one to track down. On the rare occasions where it happens it is is usually because the POST variables are being thrown away or disallowed.

Can you start by asking your host if they have imposed mod-security on your website and of they have could they turn it off so we can find out of that is the cause of the problem.

There is also a security WordPress plugin that can cause this - I forget it's name but you will know if you have any such plugin active.

Talked to the host and they have done no changes since I got it up. I will list here the plugins I got in Wordpress:

Add New Default Avatar
Selecionar All-in-One Calendar by Then.ly
Collapsing Categories
Countdown Widget
Custom Display Posts
Custom Login Widget with Cubepoints Integration
Display Avatars
Selecionar Login Logo
Selecionar Multicons
Selecionar Simple:Press
Selecionar Twitter Goodies Widgets
Selecionar User Groups
Widgetkit
WP-Mail-SMTP
Selecionar WP-Polls

And in Simple-press:

Editor (QuickTags - BBCode)
Editor (QuickTags - HTML)
Editor (TinyMCE - Rich Text)
Post Preview
Private Message System
Template Tags and Widgets
Unanswered Topics
Watches

Some users are being able to create topics/replys, some dont.

so it was working??? and now not?? something had to change...

Did you get an answer from your host about running mod_security?? its not a wp plugin but an apache module...

a couple of other tests you could do would be to temp switch to the default wp theme and see if it works then...  or disable all other plugins and see if it works (if so, then re-enable one by one until it breaks and we will know the conflict)...
