That is an absolutely impossible question to answer. There are literally hundreds of factors involved - some of them your host, your server, your internet connection, traffic on the pipes, congestion, contention, database activity, number of WordPress plugins, number of Simple:Press plugins... Just impossible.
What are you clocking as an average on this site? Is it acceptable? And 5 seconds - depending on all of the above factors - is not actually an outrageous amount of time for complex processing like a forum.

Thank you for your reply. As our forum member are mostly in a developing country with less than 1 MBps internet access, we need to make sure that the forum access time are acceptable for our forum member.
On our shared hosting; the average of new topic posting is about 7-8 seconds on a 5 MBps or 3 MBps ADSL line. Some user which they might use the 3G/HSDPA Connection reported that the forum is slow for them. Some of them refresh their browser on creating new topic / reply to a topic which cause a double post / double reply. We enable the double post check which solve the double post problem.
Currently we are testing on new shared SSD hosting account and unmanaged vps, and we need a target point to after. The fastest time on creating a new topic we could get is at 4-5 seconds, would like to hear if anyone achieve better performance on their Simple Press forum.
its really not an issue of the bandwidth but capability of the server... I typically 1-2 seconds for posting here... but is dedicated server...
