Yes - I think I am correct in that it is not calling the wp_head() function which is a WP requirement. Which is why i asked it had been updated or changed.

looks like permission or uid/gid issue on the sp-resources directory... throwing 500 errors...

or just turn off the settings?  the attached file should give you the benefits of the js/css combined cache even in the overly restrictive server case...

I had the same SP theme display issue after some updating -This worked for me -
