I noticed that the Forum menus accept admin is not showing up at all WP dashboard at all. However, the forum appears to be working. I can log in, I can read post, I can reply to post, I can add topics, etc.. Just unable to manage anything on the forum through the dashboard as illustrated in the attached pic.

looks like your account does not have sp admin capabilities... a wp admin is NOT an sp admin... any user can be made an sp admin... if there are no sp admins defined, then wp admins temporarily become sp admins... at install, the wp admin that installs sp is made an sp admin - the only one until others are added...
the account you are using there indicates the account is a moderator - not an admin...
so go to the sp admin account (maybe the one who installed it) and go to forum - admins - manage admins and you can add more sp admins...
