It is very odd. The problem was with another (existing but unused forum). I found a group that had a user group without permissions selected. No idea why an unrelated forum that has never caused this problem in the past all of a sudden prevented a new forum from being saved. Oh well . . . at least it is working now!  Thanks.

Turns out it was an htaccess issue, client had modified htaccess with some extra items for security which was blocking certain types of requests and returning a 403
