Everything that has to be loaded increases CPU usage so always only ever rbn with plugins (WP, SP whatever) that you really need. No flotsam.
Always try and choose plugins that are well behaved. We have encountered many that load huge amounts of code on every page load despite only being needed on one or two pages.

If you use Gravatars then use our Gravatar Cache plugin. If you do not already you will notice a big difference.
Go to the forum admin > options > global settings and turn on the two options in the CSS/JS Combined Caching if not already in use. Now and then we come across someone who can't use this but give it a try.
If possible and if it doesn't cause problems, load javascripts in the footer (Integration section).
And always remember that a forum is a very dynamic beast and quite data intensive. If you are in shared, inexpensive hosting then ir will always be slow. A forum always needs a little bit extra from the hosting side and is the biggest cause of a s low-down.
