I seem to be unable to find where to enable the sneak peek option. I want guest visitors to be able to see topic titles, but not read the actual post.

its a permission... so forum - permissions - manage permissions and update the ones you want to have the sneak peak permission...
'Can view a list of forums and list of topics only' will allow them to see down to the topic title, but not the post... Make sure they dont have 'Can view a forum' permission set... you really only want one of the first three selected to control access to the forum...
you can alter a few other sneak peek settings (like a message or redirect) on forum - components - login and registration...
