How is the forum topic time stamp made?

Hello,
Can you help me understand how the forum time stamp is determined?
Recently we noticed that when making a post in the forum the time stamp is 12 hours earlier.
The post was made in Los Angeles at PST time. The server is on WPEngine, on the US East Coast in EDT time--with a four hour time difference.
Are forum posts time stamped based on the server or on the logged in user's location?
And can you help us understand the 12 hour difference?
