How to activate approve posts before published to avoid spam emails in the forum?

Hi there,

I have ticked the box: "An administrator must always approve the comment" in the WP-admin> Settings> Discussion

But it doesn't seem to work. I tried finding a similar setting in the Forum setting itself but cant see anything.

Members can still publish their comments in the forum without being approved by administrator. Can you please help?

We have another WP blog and it works just fine when I ticked that box. It sends an email to admin notifying new posts in the forum before it gets published.
