How to add a text up of the "topic name" when creating new post

Hi, I would like to know how can I add a text like this one that appears up on "topic name" when creating a new topic, 

 

In this forum appears "Please try and use a Title that helps explain the issue. This helps others who may be having the same problem. Titles like 'Help Needed' are really not very useful or informative."

 

Sorry for the bunch of asks but i searched with no luck
