How to lock a topic? :(

I'm sorry in advance if this is a bad question but I cannot find the lock option for created topics.

When creating a topic, I see the lock option. But how do I lock it after the topic has been created?

I have checked "Edit" and the "ForumToolset" to no avail. I have googled and searched this forum but nothing came up.

Please forgive me if I missed something that is obvious.
