What about when there ARE topics in the forum? if you remove it it will never show up so you will never get a list of topics?

coz its supposed to be the parent forum and i only want the child forums to be the ones editable for adding topics.Image Enlarger

Yes - but when the child form topic list is shown it needs to use the same code and that code is removed then nothing will display.

There may be some ways around it but they are somewhat convoluted.
