Hi,
I was smarter in the past, and found an option to add some text to the top of the editing area when user writes to forum. I don't see that anymore. May I ask you to please direct me ? lost it...

not entirely sure I follow you... but try forum - forums - custom messages...

When adding a new topic to your forum (not a reply, but a new topic), you have at the top a message asking to have a clear subject line. This is the message I was looking to configure in my forum, and lost my way.

Steve was right with 'Custom Messages' but it is under the admin > Components section...

those are all admin options under forum - admins... we said forum - components - custom messages...
if the only thing under forum you see is admins, then your account does not have permission to manage components... if your account is lacking permissions, visit forum - admins - manage admins and perhaps you can add them (permission based again)...
