I have seen on other websites with this forum, including this site - being able to upload a picture for avatar... howecome i dont get that option in my forum?

On your forum profile > Avatars. Note that you will need to give users permissions to upload avatars on the requisite permission sets. Also check the options in the forum admin > profiles > avatars to ensure they are set as you want them.
