Is there any way I can adjust the 'last post settings to do minutes instead of seconds?

Plenty of discussion on the forums about this...

1 - Go to your WP Settings > General panel and ensure that the timezone is set how you want it - i .e, this would normally be set to the site owners timezone and is responsible for the date and time set on all new blog and forum posts. We strongly recommend you to use a country/city setting and not a UTC setting.

2 - Load the forum page and open your profile. Go to options > display options and set your own personal timezone. This may be the same as the server but wont be for your users of course. Again - we recommend you use a country/city location.

Test the settings on new forum posts. If you had to change the WP server setting then old posts may not be right and there isn't anything we can do about that I am afraid.
