right now, the issue with IE 8 is that it is not detecting the hover to show the tools... looking at IE known bugs, a LOT of issues with hover in IE 8...
still investigating... worth noting, we do not support IE 6 or IE 7... and wishing we had determined same for IE 8

okay, here is a real cheesy, right up IE alley fix for you...
use the sph_PostForumToolButton_args filter and check the IE version... if less than IE 9, change $a['hide'] element to be 0 so it always shows and hover not needed...
yea, sucks...

Sorry I'm not sure I understand how to implement your fix... but that was not the only problem, the screenshot I posted in first post show that some text are displayed below the button instead of inside. This does not happen here.

Never too late! 
IE8 was released March 19 of 2009 so it's 3 years old. 
I also think it's time people move on. Before going live I think I will block it. I'll wait for now as one of you is supposed to visit my site about the Memberships problem and if you have a chance then maybe you'll also take a look how IE8 display the page.
