I can't find the option to ban a user
We use this option now on our phpbb3 forum as a diciplinair rule, when a user screws up, he gets a ip ban for two weeks..

SP does not perform IP banning. It is not reliable and necessarily accurate. I believe there may be some WP plugins that will do this however.
A better way is to create a new User Group - i.e., 'banned' - with no permissions. You can move the member into that User Group for their detention period and then move them back when ready to do so. But this is a manual process of course.

hm, under usergroeps, I just created a new groep called bannend, but where do i set the permissions for this groep?

This will be the same as with all other user groups. You match the user group with the appropriate permission set in each forum you wish to use it with. So just add it to the appropriate forums.
