We have numerous forums set up to only allow access to users of a specific role. Lets say we add a user with role "One" and then later change their user role to role "Two". The user now has access to the forum assigned role "Two" but for some reason, this is the bug, the user can still access the forum assigned to role "One" despite no longer being assigned to role "One"

roles dont matter here as to controlling permissions... its sp usergroups...
are you sure they were removed from the sp usergroup? by default, a user can have more than one membership in sp usergroups...
and if you add a new usergroup to them, via role change or other, they still retain the membership in the old usergroup too...
UNLESS you had enabled the single membership option in forum - usergrroups - map users to usergroups...
