Not quite sire what you mean by

but if you mean things do not update immediately then it looks to me like you are using a cache plugin that is forcing the display of cached (i.e., old) data. So it would be expected that things are not up to date.

I do have the forum noted in my cache plugin but still sometimes it takes up to 30 min to update

Well caching the data really is the only explanation. Assuming of course that the page is being refreshed after data is saved away. There is no 'wait; time built into SP and the forum data served at all times is dynamically retrieved. Perhaps check the exclusion string you have used in the cache exclusions box?
