I have installed and activated the forum http://www.thephotowork.com/forum/, created all the topics and groups.
When I try to login as admin or as a member, after login I am unable to create new topic and new registration option is still enabled.
Anything I'm missing here?

what happens? after login that is... errors? no buttons?
my guess is because you have a theme or plugin doing bad things... something is loading jquery incorrectly on your site with:
<script type='text/javascript' src='https://ajax.googleapis.com/ajax/libs/jquery/1.6.0/jquery.min.js?ver=3.3.1'></script>
this is quite old version of jquery... and not the jquery that ships with wp... loading a different version is a recipe for problems...
to see if its theme, try switching to default wp theme and see if it clears up...
if not, next step is to disable all other plugins and see if it clears up... then one by one reenable until it breaks...

When user logs in, he cannot see his name in the user logged in portion. Also after login one cannot see the option of new topic. The forum displays fine otherwise showing groups.

What? Is this using the wp default theme?
Your site is still loading an out of date copy of jQuery via theme or plugin.
What about permissions? Do your users have permission to actually add new topics?

So I activated the default wordpress theme and deactivated all the pluggins but the problem remains. When I log in,
''Please consider registering
guest''
still comes in the top left of the forum.
Anything I'm missing here? I checked the permissions and they seem fine.

incidentally, you are still loading outdate jquery

instead of using the version that comes with wp... will likely lead to issues or conflicts...
are you really logged in? ie you can perform your admin functions?
hard to say since we cannot actually log in... but no other reports of this...
