Login problem, new topic option not available

yes I can perform all admin functions other than the forum. I looked online on how to use latest version of jQuery and inserted a piece of code in functions.php but I guess that didn't work. How can I update the jQuery now?

the latest jquery supported by wp is always included with wp... so no need to load it anywhere...
wherever, you are trying to load jquery, simply tell wp to load it with:
wp_enqueue_script("jquery");
