I have installed wishlistmember, and have just added in simplepress.

I want to block any and ALL access to the forum, to ensure it's only available to registered active (paid) members.

Is there a way to put it on "maintenance" mode, so that people not logged in can't see anything, and also so that they won't be able to register?

registering is a function of wp... so just disable wp registrations on wp - settings - general...

if you dont want guests or no users to have access, just set the permission for guests to none.... they wont be able to see anything... perhaps might help if you read our Codex tutuorial on permissions and controlling access:
