Don't know why but my wp is not translating this phrase "Set up your Signature"
So I need to translate it manually. Where can I find this?

You would be changing a core code php file which you really ought to avoid.
I have checked and the text string IS in the language PO file so perhaps it has not yet been translated in your language. Can you check on the translation site? It is in the core SP file for your language. That really is the best place to change this and get it fixed if it is missing.
