If I am understanding the icons correctly, the double speak bubble with a "+" means that there are unread posts. On the other hand, the single speak bubble with a "..." and a "+" means to add a new topic.
So, I have a forum, and completely at the right on top of the forum icon, it shows the single speak bubble with a "..." and a "+". I am guessing that is meaning that there is a new, unread topic. But, wouldn't it be better to show the double speak bubble with a "+"? That would mean that there is a new post inside that forum. Or, am I misunderstanding the icons? Maybe I am just not fully understanding the speak bubble icon that is appearing over the forum icons.

you can change those icons to whatever you like... replace them in the theme, or you can upload per forum custom icons... you can upload custom icons for each group and forum... the forum icons include one for forum and two for topics (read and unread)... forum - forums - custom icons...

Sorry, but that was really not my questions. I'm trying to understand the default icons you all area using.

2) If so, what does a Forum icon with the same over it mean? I would assume it means add a new topic. But in this case, it is meaning there is a new topic?
correct on both... meaning based on context of where used...

perhaps not best to use the same one, but lol, never even noticed and no one else mentioned... but easily replaced in your theme if you like...
