I have a forum member that's reported that he is unable to add any replies to existing topics started by others, and that he can only post new topics and reply in topics he's started.

For your reference, he's reported this in a thread on my site.

I've read a number of posts here about similar problems of not being able to post, but I'd still like to see if the solution for my issue could be different and would appreciate if anyone can help me here.

It sounds like the permission set you have used for that users user group has the 'Can only reply to own topics' setting turned on. Check the permissions are as you want them. If that is noit the issue then come back and we can look again.

You were right - that setting was turned on!

I've turned it off now and have asked that member to try. I believe it should be fine now.
