while in WP all users are listed. Is there anyway to force SP importing them?

Can you explain more please? Are you saying that users are registering for your site but not being set up for SP in membership and user groups?

No that works.I'm talking about WP members already registered.
This is what I did:
- Installed WP and plugins
- Installed SP and plugins
- Exported from WP data base the users tab from old site
- imported in new site database the CSV file and everything was fine, all my users were on my new WP site, but not on SP.
Should I do the same export/import method for SP as well. And if so, what file should I look for in my ol DB for export?

Ah - the problem there was activating SP before you imported the user data.
SP membership data is created (1) - when you install SP and then (2) when a new user registers. Importing data into the database is not going to activate the WordPress actions that are needed for SP to pick up the user data as it is outside of WP.
If this is a new install of SP with no forums etc defined yet then you could uninstall it and then re-install it. Alternatively you could probably write a php script to parse the Wp users and if not in SP call the necessary code.
But - any member in WP and not SP that accesses the forum for the first time will have a membership record created at that point.
