Missing Profile Tabs & Menus

Our production site is missing the tab elements under the Profile Tabs & Menus.  These tabs are present on our dev site.  Do you have any ideas about how we can track this down or we we need to look to restore these tabs?

If you copies from one site to another, the tabs and menus are likely point to wrong spot, the other site, and thus unavailable.

On site where missing, try going to forum - toolbox - housekeeping and resetting the profile Tabs and menus.
