I am still a month later unable to resolve this problem.
I followed the instructions from this forum (see attached).
Moderators are in a group and that moderator group has been given all permissions except the ones that restrict them to their own posts.
Yet my moderator says: "When I go to the admin link, I get a message that says: You do not have sufficient permissions to access this page."
In another email she says "That password you sent is the login I normally use, however, it still won't let me access the Admin. section. You are listed as an Admin, along with Member (0) and Mr. Papa Admin (0). I am listed as a Moderator only"

this is clearly working for the masses, so we need to figure out what is going on locally for you and what might be blocking the admin access...
To go any further in debugging, we would need access to your site... a full wp admin account with full sp admin capabilities... if you can do that, please pm the details to both yellow swordfish and mr papa... in the pm, also link back to this topic so we know what its regarding...
