Moving users to a new group with greater permissions doesn't actually change permissions

Let's step back a moment please.

She can't click to read threads in that board, but she can see the thread names

Is the member saying that they can click on the forum name and are then taken to the complete topic listing? Or - are they saying they see the thread names in 'last post' column of the group view (forum listing)?

Could you perhaps set me up a temporary member account at this lower level so I can come visit and find out what exactly I see? If so you could perhaps send me a PM with credentials for logging in with.

Okay, the member actually took screenshots so you can see what she's seeing. Here's what she sees before logging in:

Once she completes login, this is what she sees:

So, as you see, she can see the name of the latest post in the Mods' board both before and after login (so that means guests can also see the name of the latest post). Here's what she sees if she clicks on the Mods' board:

So, while clicking the Mods' board doesn't show her a full list of posts, she can still see that there IS a Mods' board, and she can see the name of the latest post in that board. I really don't want anything from the Mods' board showing to anyone.

OK - let's start with the account you set up for me.

According to that I am in the 'Guests' User Group.
The permissions for the 'Moderators' and all other forums declare that I can view the list of forums.

And this is what I am seeing. Ignore the 'last post' column question for a moment as that is how it is. It is the 'view the list of forums' that is enabling me to see the entry for the Moderator forum. Ot seems to me that you may need to get a little more granular with the permissions because as it is I don not see anything wrong.

You do have some display problems caused by the narrow width but we can sort that out fairly easily later.

Okay, I just went into the "read-only access" permission set and unchecked the "Can View a Forum" option and checked "Can view a list of forums only."

Does that fix the problem?

PS: I do need to make the width of the forum wider, but I know that's due to the custom WP theme that was designed to run my website. I'm having to figure out how to force the forum page to load all the way across with no sidebar space. Not too sure how much I can change there without hurting the theme, so I'm putting in a question to my tech guy, who built the theme.

One more thing: I do have permissions set individually for each forum/subforum, and none of the member groups or ranks are allowed to view the Mods' forum. All are set to "No Access." Yet people can still see the Mods' stuff. That's what has me confused. Any chance a future version of S:P will just have a checkbox to make a board or forum invisible to all but mods/admins or invited members? That's one feature I absolutely used to the full on my old XMB forum. In fact, I'm still having to keep my online classes on the old forum, since it has that feature and is the only way to give registered students access while keeping non-students out.
